Software projects are characterized by changing requirements, diverse expertise, technical dependencies, uncertainty, and the simultaneous need for speed, quality, and security. This study aims to formulate an integrated conceptual framework for software project management based on the content of the book “Software Project Management”. The study is applied in purpose and qualitative in approach, using documentary and directed content analysis. The findings identify seven interrelated dimensions: role and responsibility governance, competency leveling and development, human-resource capacity planning, agile coordination and communication, quality management, lifecycle-integrated security, and dependency and tool management.
The proposed framework organizes these dimensions into strategic, managerial-human, and technical-execution layers. The findings suggest that software project success is not determined by a single factor; rather, it depends on the alignment of organizational structure, human capability, managerial processes, and technical infrastructure. The framework can support team design, responsibility allocation, competency assessment, capacity planning, quality improvement, and lifecycle control in software projects.

Digital transformation and the expansion of the use of information systems have made software one of the most important assets of organizations. In many industries, the final product or service is unthinkable without the existence of a software infrastructure. Despite this importance, software production is not simply a programming activity. A software product is the result of the interaction between business needs, architectural decisions, user experience design, development, testing, security, infrastructure and human resource management. Therefore, a software project has a socio-technical nature and its management requires simultaneous attention to people, process and technology.
